New York State Division of Criminal Justice Services & Homeland Security Certifications
Two primary entities within New York State provide oversight and training standards for security personnel: the New York Division of Criminal Justice Services, and the New York State Office of Homeland Security. For our school, William Peeler is the authorized School Director and Instructor for both of these agencies.
Our school, involved since the inauguration of the regulation and creation of our course offerings, assisted in improving the developed curriculum and continued to remain involved.

Requirements for Training
Generally speaking, the two government entities in New York State with oversight on the security industry, are the New York State Division of criminal Justice Services for training, and the New York State Department of State, Division of Licensing Services for licensing requirements and compliance.
Age Requirements
You may begin certification training as young as 16 years of age, licensing applicants must be 18 years of age for an unarmed license and 21 years of age for an armed security license.
Who Must Be Certified By DCJS For Security Licensing
The Security Guard Act of 1992 mandates the training and licensing of security guards. A security guard as defined in Article 7A of the General Business Law [§89-f (6)] is a person (other than an active police officer) employed in NYS to principally perform one or more of the following duties, and the person is not performing the functions of a private investigator as defined in Section 71 of Article 7 of the General Business Law:
- Protection of persons and/or property from harm, theft, and/or unlawful activity;
- Deterrence, observation, detection, and/or reporting unlawful or unauthorized activity;
- Street patrol service;
- Response to, but not installation or service of, a security system alarm.
New York State Homeland Security Training
- Students should be currently licensed and certified as a Security Officer in their home state; or
- New York State students should be presently permitted and certified through the New York State Division of Criminal Justice Services; or
- Certified Law Enforcement or Peace Officer;
- Students must be able to read, write, and comprehend the English language.
NEA Training Center, an authorized NY DCJS School, has developed the following policies with the approval of the New York State Division of Criminal Justice Services.
Refund Policy
Students will receive a 100% refund before the start of instruction.
Courses divided between two days, the student will receive a 50% refund if requested before the start of the second day.
Courses divided into four sessions, the refund schedule shall be 75%, 50%, and 25%.
47-hour firearms course: Students will be entitled to an 85% refund if the cancellation occurs after the initial deadly physical force training begins, but before instruction begins for the firearms handling, safety, proficiency, and qualification component of the course. No refund is owed if the student cancels after the above-cited firearms handling component instruction has begun.
NEA Training Center will not assess any non-refundable fees or deposits.
Refund Procedure
To request and receive a refund, the student must request in writing to info@peeler-group.com or by writing to NEA Training Center, PO Box 1095, Fonda, New York 12068. In the subject line, we ask that you indicate “NY DCJS Course Refund Request”.
Provide:

- Course Date
- The Reason for Cancellation
- Mailing Address for Refund
- Contact number
We will review your request and mail you a refund check.
Attendance Policy
We require 100% attendance for all courses; however, we recognize that instances may arise when a student may not attend class due to illness, family emergency, child care, or any other reasonable cause. In these instances, we require a telephonic or email notification of absence from class. We will allow the student to make up hours during the next available course. We may exclude students with no call no show may from making up hours; however, they may appeal to the training school Director. Makeup training is granted on a case by case basis. We reserve the right to reject any application for admission or terminate a student for safety, attendance, conduct, or not conforming to the school’s rules and regulations and New York State Division of Criminal Justice Services.
Complaint Policy
The training school Director will review all Complaints. We will make every effort possible to resolve matters fairly and equitably. Complaints must be in writing to the School Director. We recommend that you send an email if your matter is urgent. A student may also contact the Division of Criminal Justice Services at (518) 457-2667.
Acceptance to Class
PGI/NEA reserves the right to reject any enrollment with a full fee refund of payment received to the student.
